COVID 19 TESTING REMAINS FREE FOR THOSE THAT MEET THE CASE DEFINITION IN LAGOS STATE
The State would like to reassure the general public that testing is still free at all the COVID-19 public testing laboratories for all Lagos residents and all Lagosians are enjoined to take advantage of this service if they feel unwell or feel they have had a close contact with an infected person.

The Government has established sampling centres across the State and has continued to enhance the capacity of the public testing laboratories to test all those who require testing free of charge. If any resident feels unwell, please lodge a complaint through the appropriate channel by calling 08000CORONA.

The Lagos State Government launched a Consortium of 7 private laboratories in the first phase as part of the testing strategy  of the State to increase the accessibility of testing facilities to the organized private and corporate sector who wish to test for various reasons.

For the avoidance of doubt  it is necessary to reiterate to members of the public that testing remains free of charge at all public testing laboratories.

 Troops of Operation Whirl Stroke have eliminated four armed militia men at Rafin Kada in Wukari Local Government Area and Yojaa in Donga Local Government Area of Taraba.

In statement by the Coordinator, Defence Media Operations, Major-General John Enenche indicates that, the troops operated under the Operation Accord.

Major-General Enenche notes that the troops at Gbise in Katsina Ala Local Government Area in Benue and Sector 4 in Taraba conducted a joint  operation to eliminate
suspected militias at Che Jukun village, adding that four of the militias were killed

Similarly, the troops responded to a distress call in Zaki Biam and  apprehended a kingpin kidnapper who is  currently undergoing interrogation.

The High Command of the Armed Forces of Nigeria congratulates the gallant troops of Operation Whirl Stroke for their dexterity and professionalism.

Churches, Schools in Ekiti to Reopen
The Ekiti state GOVERNOR,  Kayode Fayemi has directed the reopening of worship centers in the state from Friday July 17, 2020.

Fayemi also directed school children primary six,  JSS 3 and SSS 3 to resume on Monday July 20, 2020.

The Governor announced the new measures in his address to the State on Tuesday evening.

He also said ban on inter state movement to and from Ekiti State is lifted as directed by the federal government.

He added that weekend restrictions of movement would continue until Friday, July 17, 2020.

PRESS RELEASE BY THE HONOURABLE MINISTER OF STATE, LABOUR AND EMPLOYMENT, MR. FESTUS KEYAMO, SAN, FCIArb (UK)

PURPORTED SUSPENSION OF SELECTION PROCESS OF 774,000 JOBS BY NATIONAL ASSEMBLY COMMITTEES:

ALL STATES’ SELECTION COMMITTEES SHOULD PROCEEED WITH THEIR WORK UNHINDERED.

Today, in obedience to their invitation, I appeared before the Joint Committees on Labour of both the Senate and the House.  The Distinguished Senators and Honourable Members sought to be briefed on the implementation of the Special Public Works Programme so far.

However, there was a misunderstanding between us when they questioned why I did not privately submit the program to them for vetting before taking certain steps.  They suggested that they ought to have an input on how the programme should be implemented.  In other words, they sought to control the programme as to who gets what, where and how.

However, I insisted that I could not surrender the programme to their control since their powers under the constitution does not extend to that.   They insisted on a closed door session.

At this point, I remarked that it was only fair for me to respond to their position before the press, since their own position was also made public.  In any case, I remarked that the Nigerian people deserve to know the details of the execution of this all-important programme.

I was then asked to apologize for insisting on a public interaction and I said there was nothing to apologize about, because their powers to expose corruption provided for in section 88 of the Constitution cannot be exercised in private.  As such, there was no need to apologize by insisting on a Constitutional provision.  Even their Rules that may provide for private hearings on public matters cannot override the provisions of the Constitution.  I was then permitted to leave. I took a bow and left.   I NEVER walked out on the respected Committees as they may want to bend the narrative.

After I left, I understand that the Joint Committees purportedly suspended the work of the Selection Committees nationwide until they decide how the programme should be run and who should be in those Committees. My opinion is that it is tantamount to challenging the powers of Mr. President.

I regret to say that their powers under section 88 of the 1999 Constitution is only limited to investigations, but NOT TO GIVE ANY DIRECTIVE TO THE EXECUTIVE.

A Committee or Committees of both Houses do not even have powers to pass binding Resolutions.  They can only make recommendations to Plenary.  In this case, even Plenary CANNOT give DIRECTIVES to the Executive.

All my life, I have fought for good governance and constitutional democracy. I will not come into government and be intimidated to abandon those principles. I will rather leave this assignment, if Mr. President so directs than compromise the jobs meant for ordinary Nigerians who have no Godfathers or who are not affiliated to any political party.

I therefore, respectfully further direct all the Committees set up nationwide made up of CAN, NSCIA, NURTW, Market Women, CSOS, Youth  Organisations, respected traditional rulers, etc to proceed with their work unhindered.  Only Mr. President can stop their work.

774,000 JOBS: TINUBU'S DAUGHTER, MC OLUOMO OTHERS TO SUPERVISE FG RECRUITMENT
The Federal Government has appointed All Progressives Congress chieftain, Alhaji Mutiu Are; the daughter of APC national leader and Iyaloja-General, Folasade Tinubu-Ojo; and the Chairman of the National Union of Road Transport Workers in Lagos State, Musiliu Akinsanya aka MC Oluomo into the 20-member committee that will undertake the recruitment of 20,000 youths in Lagos.

Others appointed include former local government chairman, Kayode Elesin; the Commissioner for Works, Bamgbose Martins; the Chairman of the Christian Association of Nigeria, Alexander Bamgbola; Commissioner for Rural Development, Cornelius Ojelabi; and APC woman leader for Lagos-Central, Mrs. Fadekemi Otitonaiye.

Former Chief Whip of the Lagos House of Assembly, Omotayo Oduntan-Oyelodun; and a member of Governor Babajide Sanwo-Olu’s campaign team, Wale Adelana are also on the committee.
Three monarchs were included in the committee alongside seven others- Prof. Tajudeen Gbadamosi; Mrs. Modupe Ola, Ashiru Olakunle, Labrar Folami, Olufeko Adebowale, Serena Edward and Akanni Babatunde.

The Minister of State for Labour and Employment, Mr. Festus Keyamo (SAN), named Are as the chairman and Elesin as the vice-chairman.

Keyamo had on Monday inaugurated, by virtual means, the 20-member committees in the 36 States and the FCT that will select the 1000 persons per Local government area that would be engaged by the Federal Government in the Special Public Works Programme.

The programme seeks to employ about 774, 000 youths for three months and they would be engaged in unskilled jobs such as sweeping streets, clearing drainages, controlling traffic and road construction among others.

They are to be paid N20,000 a month.
According to the Federal Government, interested youths are allowed to apply regardless of political affiliation.

Keyamo had earlier on Tuesday alleged that politicians were trying to hijack the recruitment.

The Governor mandated that his close aides to undergo the necessary isolation and test.

It would be recalled that ondo state Governor, Rotimi Akeredolu tested positive for COVID-19 on Tuesday.

The Governor said he was feeling malaria symptoms before he decided to go for the COVID-19 test,which came out positive.

Lagos Chief Judge Frees 18 Awaiting Trial Inmates
The Chief Judge of Lagos State, Justice Kazeem Alogba, on Tuesday, freed 18 awaiting-trial inmates of the Kirikiri Medium Security Custodial Centre.

Justice Alogba, who pardoned the inmates at an open court session held on the premises of the Lagos State Magistrates’ Court in Igbosere, Lagos Island, said the gesture was in line with the efforts by the Federal Government to decongest the prisons as part of strategies to tackle the COVID-19 pandemic.

“l granted the pardon to the inmates pursuant to Section 1 (1) of the Criminal Justice Release from Custody Special Provision Act, 2007”, he said.

The Chief Judge advised the pardoned inmates against returning to crime, stressing that with the creation of a database comprising details and fingerprints of criminals stored by the Lagos State government, harsher punishment awaits anyone caught committing a crime after pardon or release.

“Don’t think that if you go back and breach the law, we won’t know; we will know because in Lagos State we now have a database and fingerprints of criminals. If you are caught again for any crime, your punishment will be severe”, Justice Alogba warned.

The Judge submitted that the selection of the pardoned inmates followed due diligence because, from past experience, inmates who were undeserving of pardon had been inadvertently released.

The Controller of the Lagos Command of the Nigerian Correctional Service, Samuel Iyakoregha, thanked the CJ for the gesture, noting that the amnesty exercise was moved from the correctional facility to the court premises because of the bad state of the road leading to the facility in the Apapa area of Lagos.
Lamenting that inmates, who were taken out for court hearings often returned late to the custodial facility due to the poor state of the road, Iyakoregha, therefore, appealed to the Chief Judge to direct that criminal cases should be heard early in the day.

NO CASE OF COVID-19 IN BENUE STATE UNIVERSITY, MAKURDI
In the last 36 hours, or nearly so, the cyberspace, especially some social media blogs, have been awash with unconfirmed reports that very high number of staff of Benue State University, have been infected with the COVID-19 disease.

It is very likely that these rumours (for that is what unconfirmed reports from authoritative sources are) may have been fired by the decision of the University authorities on Monday, 29th June, 2020, directing most non-teaching staff of the University to stay at home as from the following day.

The truth of the matter is that all staff of the University had been staying, or working from, home since 20th March 2020 when the Federal government, through the National Universities Commission  (NUC) directed all universities to close down in response to the COVID-19 challenge.

After almost three months of the closure and when it was imminent that the agitation for the reopening of institutions of Learning might compel the government to direct all institutions to reopen, authorities of Benue State University acted proactively by directing all non-teaching staff to resume work on the 8th of June, in anticipation of directives to reopen.

However, on Monday, 29 June, the Federal Government came out with guidelines for possible reopening of institutions of Learning, which did not include universities and other institutions of higher learning.
It was the unveiling of these guidelines and their non-inclusion of universities that informed the decision of Management of Benue State University to issue another internal memo directing all staff on non-essential services to revert to the earlier directive of “work from home” or stay at home as dictated by the COVID-19 protocols.

The decision is also meant to allow the specialists engaged by the University to fumigate the entire campus with ease.

It is instructive to note that the Deputy Vice-chancellor  (Administration) of the university, a professor of medicine, is a member of the Benue State government committee on COVID-19 and so a case of infection among staff of the University would be fully brought to the attention of the Committee, headed by the State Deputy Governor, Engineer Benson Abounu.

In other words, with this close proximity to the official line of interventions and management chain of COVID-19 in Benue State, a case of infection of the disease of any university staff would certainly not be a subject of discussion in hushed tones or rumour.

Our attention has been drawn to a statement made by Mr. Ayo Fadaka in his capacity as a former South West Publicity Secretary of the PDP via an interview granted to Channels Television on Sunrise Daily, wherein he opined that the Deputy Governor and member of the PDP, HE. Hon Agboola Ajayi should resign his position on moral grounds.

The Ondo state PDP wishes to dissociate itself from this statement and inform the general public that the position expressed by Mr. Ayo Fadaka does not represent the opinion of the PDP in Ondo state. H.E. Barr. Agboola Ajayi remains the Deputy Governor of the state and is not under any compulsion (either moral or legal) to resign his position.

Police detectives of the Intelligence Response Squad have apprehended 2 suspects for the kidnap and killing of Audu Benedict, a Medical Doctor, with his son, one of his assistants in Katsina-ala Local Government, Benue State while they were traveling from Taraba to Abuja State.

According to an announcement from, Frank Mba, the spokesman for the Nigeria Police Force, the criminals, Terhile Tsavbe, 30, from Gawa town, Katsina-ala Local Government of Benue State. And Henry Terkula Gwa, 25, from Donga Local Government of Benue State

They were apprehended after a serious search for the casualties and manhunt for the culprit by the Police squad.

Mba announced that investigations by the police disclosed that the criminal mob took N7.5million naira as ransom from their families as a requirement for their release.

The criminals compelled the late Dr. Audu Benedict to grant them a bank cheque of N500,000 that they withdrew in a commercial bank at Gboko city, in Benue State.

Thereafter, the suspects murdered the three casualties and buried them in a fordable grave around Gawa in Katsina-ala Local Government of Benue State.

While the action is being strengthened to apprehend other suspects, the police squad is at the brink of exhuming the remains of the murdered victims.

In similarly, the Police have apprehended twenty-five, additional criminal suspects, for their association in different litigations of kidnapping, armed thievery, and illegal ownership of prohibited firearms presently under investigation.

The suspects are partners with high-profile immoral gang threatening communities and main highways of the North-West and North-Central states of the nation.

Exhibits regained from the suspects by the police squad are six AK47 rifles, three locally fabricated pump action guns, 1 locally fabricated pistol, two Dane guns, fifty-five rounds of AK47 ammunition, four empty magazines, 1 laptop computer and 1 Toyota Corolla Car with REG No. MKD 13 RC

Lagos State Government has approved the inclusion of seven private laboratories, namely: Total Medical Services, SynLab, 54 Gene, Medbury Medical Services, Biologix Medical Services, 02 Medical Services and Clina Lancent Laboratories among its testing facilities as part of efforts to expand the testing capacity for COVID-19 of the State.

The laboratories were selected and approved by the State Ministry of Health to carry out COVID-19 test after a rigourous accreditation and validation process by the Health Facility Monitoring and Accreditation Agency (HEFAMAA) and the Lagos State Bio-Bank.

Speaking at a ceremony to formally introduce the laboratories to the public, the Honourable Commissioner for Health, Prof. Akin Abayomi disclosed that a key element in the next phase of the State’s response strategy is to expand diagnostic testing to strategically ensure a larger number of people have access to the COVID-19 test.

Abayomi added that State Government has developed an inclusive strategy that aims to harness the public and private sectors to rapidly expand the State’s capacity to meet the growing demand for testing in the next stage of the State’s biosecurity road map.

He said, “We recognise the need to expand our testing capacity, especially to the local government areas that are most affected by the community transmission of the virus and, as Lagos State continuously manages the public crises caused by COVID-19, it simultaneously attempts to open up various aspects of its economy. Both efforts make it imperative that COVID-19 tests are widely available to members of the public”.

“In a bid to ramp up our testing capacity, we have taken a strategic decision to include private laboratories in the testing of COVID-19. However, the State’s COVID-19 response will remain a centrally managed emergency response by the State Government and the need to test will be surveillance driven and based on a clear case definition”, the Commissioner added.

He averred that the State Ministry of Health has also identified potential opportunities to achieve its goal of expanded testing via a carefully articulated framework, stressing that recognition of the potential opportunities led to the partnership with the private sector laboratories to rapidly increase diagnostic testing for COVID-19 response.

While noting that the accredited private laboratories will carry out only PCR test, Abayomi stated that the use of Rapid Diagnostic Tests (RDT) kits remains illegal in Lagos until the State government can validate RDT kits that actually work.

In his words “In order to expand our testing capacity, we considered the use of Rapid Diagnostic Test (RDT) Kits. To facilitate the quick validation of the RDT Kits and reduce the barrier of entry for proposed manufacturers and supplier of RDT Kits, Mr. Governor paid the validation fees for the RDT kits”.

“However, upon review of the several RDT kits that were submitted for validation, we can report that none of the RDT kits passed the validation exercise. RDT kits have a very high risk of giving false positive or negative results and in the event that a false positive result is given, a potentially negative person will be subjected to trauma, isolation and treatment like a positive patient. In the event that a false negative is given, a potentially positive person is allowed to continue to roam freely in the community regardless of his positive status”, Abayomi posited.

Highlighting the demand for COVID-19 testing in the community, the Commissioner opined that citizens will request for COVID-19 test to confirm status periodically, as part of requirements for returning to work, regulatory requirements for selected industries like the food and beverage industry, local and international travel requirements, requirements for resuming school and admission into hospital.

“We expect demand for tests from the following industries: individuals in the informal sector, banking and finance, manufacturing, food and beverages, schools, the aviation industry, fast-moving consumer goods and hospitality amongst others. Based on the projected cumulative demand from the above, we believe that demand for COVID-19 tests could exceed 4,000 per day in the next six months”, he said.

Abayomi noted that the Lagos State Biobank will serve as the central coordinating body for the accredited private laboratories and will facilitate an effective information exchange, access to training, maintain a secure chain of custody procedure and ensure technical standards in the operations of the laboratories.

Earlier in his presentation, the Director Lagos State Bio-Bank, Dr. Bamidele Mutiu explained that the accredited private laboratories were identified to have the equipment and expertise to test for COVID-19 within the parameters of the testing strategy.

He said, “The selected laboratories went through a rigorous accreditation process with the State’s Health Facility Monitoring and Accreditation Agency (HEFAMAA). The accredited private laboratories were then validated by the Lagos State Bio-Bank”.

“The exercise involved validating the outputs of the samples they tested and following the successful validation of the private laboratories, the State proceeded to build their capacity in Infection Prevention and Control as well as the management of a biosafety lab”, Mutiu explained.

He noted that State’s decision to commence community-based care makes it imperative to expand PCR testing capacity, stressing that there are currently a larger number of PCR machines in the private sector than there are in the public sector.

“The idea is to decentralise testing, while maintaining the integrity and regulation of sample collection, testing and result validation”, Mutiu stated.

The high point of the event was the signing of a Memorandum of Understanding (MoU), between the Ministry of Health and representatives of the accredited private laboratories.

Oyo Records One Death, Discharges 180 COVID-19 Patients
Oyo State has recorded one COVID-19 related death in the last 24 hours, bringing the total number of deaths in the state to 12.

Governor Seyi Makinde disclosed this on Monday via a post on Twitter.

The governor also said 180 confirmed COVID-19 cases received their second negative test results and have been discharged.

This brings the number of discharged cases in Oyo State to 688.

The cases are from Ibadan North West (26), Ibadan N (9), Ibadan SW (6), Ido (6), Lagelu (4), Egbeda (3), Oyo E (3), Ibarapa N (3), Saki W (2), Ibadan SE (1), Ibadan NE (1), Akinyele (1) and Itesiwaju (1) LGAs. So, the total number of confirmed cases in Oyo State today is 1372.

N'Assembly leadership halts planned hike in electricity tariffs
The leadership of the National Assembly on Monday waded into the controversy on the planned hike in electricity tariffs from July 1st, 2020 and succeeded in convincing the Distribution Companies(DISCOs) to defer the plan till the first quarter of 2021.

The President of the Senate, Ahmad Lawan, the Speaker of the House of Representatives, Rt. Hon. Femi Gbajabiamila and other principal Officers of the two Chambers met at the National Assembly with the Chief Executives of the government electricity regulatory body and DISCOs across the country.

Also in attendance were the Chairmen of the Committees on Power from the Senate and House of Representatives.

The National Assembly leaders were emphatic at the meeting that the timing of the planned hike was wrong even though they had not much issue with the need to introduce a cost reflective tariffs for the power sector to attract the much needed investment.

In the course of the meeting, the DISCOs too admitted that they were not well prepared for the planned hike in tariffs even though they so much desired the increase.

The meeting agreed to defer the planned hike till first quarter of next year while the leadership of the National Assembly promised to meet with President Muhammadu Buhari on the issue.

"The agreement here is that there is not going to be any increase in the tariffs on July 1st," Lawan said at the end of the meeting.

"The Speaker and I, we are going to take appropriate action and meet with the President.

"We are in agreement here that there is no question on the justification of the increase but the time is simply not right and appropriate measures need to be put in place

"So between now and the first quarter of next year, our task will be to work together with you to ensure that we put those blocks in place to support the eventual increase in tariffs," Lawan said.

Lawan said the government has been doing a lot as part of its obligations to provide some form of Intervention.

"I'm quite aware that for this year, probably starting from last year, over N600 billion was earmarked for this sector to improve.

"The potential increase in the tariffs is definitely something that will be of concern to us in the National Assembly.

"There is too much stress in the lives of Nigerians today and indeed across the world because of the challenges imposed by COVID-19 pandemic and even before then, we had issues that would always make it tough for our people to effectively pay the tariffs.

"One way or the other, for this business to flourish, for this sector to be appropriately fixed, for it to attract investment, something has to give way, there is no doubt about that but it is also crucial that we look at the timing for any of our actions," Lawan said.

In the same vein, Rt. Hon. Gbajabiamila said the National Assembly is on the same page with the DISCOs on the issue of cost reflective tariffs.

"There is time for everything. A well intended programme or policy of government can fall flat on the face and never recover if you do it at a wrong time. I think we all agree to that.

"There cannot be a time as bad as this for us to increase anything. Forget about electricity, anything. Whereas, even in time of decreasing revenue, we are even reducing the pump price. I don't know how we can justify an increase in the cost of electricity at this time in Nigeria.

"The good things is that we have agreed that we need to do something about the cost," the Speaker said.

Gbajabiamila posed some questions to DISCOs and the Nigerian Electricity Regulatory Commission(NERC): "How did we arrive at the tariffs or costs. Who were the stakeholders that were present. What was the role of the National Assembly. More importantly, is the President aware of this because the President is perhaps the biggest stakeholder of all, apart from the Nigerian people.

"Whatever will affect his government is something that should concern all of us. I think this will affect his government. This timing. Not the increase. The timing. I think it will affect his government and if it is going to affect his government, we should all rally around our people, our president and the government to make sure we do the right thing," Gbajabiamila said.

The representatives of the DISCOs said if the planned hike is eventually deferred till next year, the government should continue to bear the difference in the present tariff and what was considered as the appropriate tariff.

In attendance at the meeting were the representatives of NERC, Kano Electricity Distribution Company, Ikeja Electricity Distribution Company, Kaduna Electricity Distribution Company and Eko Electricity Distribution Company.

The Presidential Task Force on COVID-19 says the mortality rate of the coronavirus pandemic is low in Nigeria when compared to other countries with similar climatic characteristics, due to the age bracket of most of those infected by the virus.

Chairman of the task force and Secretary to Government of the Federation, Boss Mustapha, gave the indication after he led his team to brief President Muhammadu Buhari on the progress of the national response to the pandemic at the presidential villa, Abuja on Monday.

Mr. Mustapha who addressed journalists after the meeting said 80% of the infections were in the age bracket of 31 to 40 years, which he described as a very active part of the population.

According to the SGF, even when those youths are infected, they are able to surmount it because of their level of energy.

He added that the PTF was worried about the remaining 20% as he said nobody knows who may become victim among them.

The task force chairman said everything was being done to protect the vulnerable such as the elderly and those with underlying illnesses.

Stating that government may introduce precision lockdown for pinpoint management of coronavirus hotspots, Mustapha said, 18 out of the 774 local governments in the country have been identified as responsible for 60% of the confirmed cases in the country.

He added that the reason for the precision lockdown will be to place specific measures in certain places especially by state governments to enable aggressive testing for the disease and management.

Theophilus Onojeghen the Warri based Managing Editor of online medium Niger Delta Today who tested positive to COVID-19 has refuted the allegation by a Warri based lawyer Omens Ogedegbe saying the Delta state government neglected him at home before finally taking him to the Warri Central hospital isolation center.

He made this known in a statement made available to VERYCONCERN from the isolation centre saying the Human Rights lawyer did not get his permission before issuing any statement regarding how he is presently been treated.

He stressed that he only issued a statement made available to VERYCONCERN, Dele Fasan on the outcome of his test which was positive and the fourteen-day isolation which started on Friday.

He urged the NCDC and the Delta state government to disregard the statement by the lawyer whom he said he has called to delete the statement from his Facebook page.

He said doctors are presently taking good care of him at the Warri isolation centre and his breathing has since improved.

The current ease of lockdown down phase two has been extended by four weeks with some modifications.

This followed President Muhammadu Buhari’s approval of recommendations submitted to him by the Presidential Task Force on COVID-19 in its 5th interim report on Monday.

Chairman of the task force and Secretary to Government of the Federation (SGF), Mr. Boss Mustapha, disclosed this at a briefing in Abuja saying that the extension takes effect from Tuesday.

He said the government will be maintaining the current phase of the national response, for another four weeks in line with modifications to be expatiated by the National Coordinator; Permission of movement across State borders only outside curfew hours with effect from 1st July, 2020.

Enforcement of laws around non-pharmaceutical interventions by States, in particular, the use of face masks in public places; Safe re-opening of schools to allow students in graduating classes resume in-person in preparation for examinations and Safe reopening of domestic aviation services as soon as practicable.

FG lifts ban on interstate travel
The Federal Government has lifted the ban placed on interstate travels with effect from July 1, provided such journeys are made outside curfew hours.

The Chairman of the Presidential Task Force on COVID-19, Boss Mustapha, disclosed this at the ongoing daily briefing of the task force in Abuja on Monday.

Mustapha, who is also the Secretary to the Government of the Federation, also said the government has approved the safe resumption of domestic flights in the country.

He disclosed that the latest developments were contained in the task force’s fifth interim report which was submitted to the President, Major General Muhammadu Buhari (retd.), earlier in the day.

Mustapha said, “I am pleased to inform you that Mr President has carefully considered the 5th Interim Report of the PTF and has accordingly approved that, with the exception of some modifications to be expatiated upon later, the Phase Two of the eased lockdown be extended by another four weeks with effect from Tuesday, June 30, 2020 through Midnight of Monday, 27 July, 2020.

“Specifically, however, the following measures shall either remain in place or come into effect:

“Maintaining the current phase of the national response, for another four weeks in line with modifications to be expatiated by the National Coordinator;

“Permission of movement across state borders only outside curfew hours with effect from 1st July, 2020;

The Federal Government may consider a lockdown of the 18 Local Government Areas considered to account for 60 per cent of confirmed COVID-19 cases in Nigeria in the next phase of eased lockdown in the country.

The Chairman of the Presidential Task Force on COVID-19, Boss Mustapha, gave the indication in an interview  and other State House correspondents after leading some members of the task force to brief the President, Major General Muhammadu Buhari (retd.), at the Presidential Villa, Abuja on Monday.

Mustapha, who is the Secretary to the Government of the Federation, said affected state governments would implement what he called “precision lockdown.”

While noting that the nation has not reached its peak as far as confirmed cases were concerned, he urged all stakeholders to ensure compliance with all non-pharmaceutical interventions.

He also gave an insight into the reason behind the low fatality rate in Nigeria, saying 80% of the infections are in the age bracket of 31 to 40 years, which he described as a very active part of the population.

According to data earlier released by the Nigeria Centre for Disease Control, 11 out of the 20 local government areas that account for 60 per cent of the cases are in Lagos State

The report listed the councils to include that Lagos Mainland Local Government Area, Abuja Municipal Area Council, Mushin Local Government Area,  Eti-Osa Local Government Area in Lagos and Tarauni Local Government Area in Kano State.

The Abuja Division of the Federal High court has awarded the cost of 15million Naira against the Police for the killing of members of the Islamic Movement in Nigeria IMN during protests which turned violent last July in Abuja.

The court, on Monday, also ordered the immediate release of the corpses of three members of the Shi'ite group deposited in the morgue of the National Hospital.

Galaxy's Godfrey Eshiemoghie reports that Justice Taiwo, in delivering the judgment, held that the action of the police was both illegal and unlawful as it contravenes the provisions of Section 31(1) of the Constitution as it borders on the fundamental rights of the victims.

The case went totally in favour of the applicants as the police boss did not counter the submissions of the IMN with regards to the accounts of what happened on 22 July, as none of his lawyers was present for the whole duration of the hearing.

On account of this, the court held that the submission in law that was not countered by another party will therefore be admitted as correct.

The police lawyer who was present for the judgment on the suit however said the court has been misled, while the counsel to the applicants said justice has been served.

Alongside the Police boss, the Medical Directors of the National Hospital and that of the Asokoro General Hospital are the defendants in the lawsuit as three corpses each were deposited at their facilities.

The Federal Government is expected to announce the next phase of eased lockdown in the country on Tuesday (tomorrow).

Chairman of the Presidential Task Force on COVID-19 and Secretary to the Government of the Federation, Boss Mustapha, made this known on Monday.

He disclosed this after the task force members met with the President, Major General Muhammadu Buhari (retd.), at the Presidential Villa.

Bashir Ahmad, Personal Assistant on New Media to Buhari, tweeted, “Today is the last day of Nigeria’s phase II of the eased lockdown, members of the Presidential Task Force on COVID-19 briefed and submitted their recommendations to the President for approval, the next lines of action will be announced tomorrow, SGF Boss Mustapha discloses.”

VERYCONCERN had reported that members of the task force were led to the meeting by Mustapha to the meeting.

Others in the delegation were the Minister of Health, Osagie Ehanire; the Coordinator of the PTF on COVID-19, Dr. Sani Aliyu; and the Director-General of the Nigeria Centre for Disease Control, Dr. Chikwe Ihekweazu.

The meeting was meant to brief Buhari on the ongoing efforts to curtail the spread of COVID-19 and the next steps to be taken.

President Buhari Denies Calling APC Meeting at the Villa
The presidency has denied allegations that president Muhammadu Buhari called a meeting of the National Executive  Committee's meeting of the Ruling All Progressives Congress in the villa instead of the headquarters of the party at enshrined the party's constitution.

A statement released to journalists on Sunday evening by the senior special adviser to the president on media and publicity, Shehu Garba  said although there is no law that says the President is barred from holding meetings in certain sections of the vast Presidential Villa, the president only participated in the meeting as a member of the committee.

Shehu held that the council chamber from where the president participated in the said is one of his offices and his participation therefrom,  was inline with coronavirus protocols which abhors meeting in crowded and public places.

He said since the President lives in the Villa, no one can choose or dictate to him where he can sit to hold meetings.

He said President Buhari placed health and safety above courtesy to the party by not going to its headquarters adding that the President need not go to the party secretariat before he can make contributions to the meeting since the emergency meeting held virtually.

The presidential spokesman said: it is true that Governors and leaders of the National Assembly joined the President from the Chamber from where he spoke, but the larger body of the members in attendance were all connected via video calls.

He was however satisfied that wise decisions were taken at the meeting including  curtailing the spread of the COVID-19 pandemic.

Shehu said the statement was to correct wrong perceptions concerning the recent meeting held by the National Executive Committee of the All Progressives Congress, APC, which he believe has, unfortunately drawn criticism due to lack of understanding.

Akinyele killings: Hunters arrest 1 person with 7 white handkerchiefs, dangerous weapons
Local hunters in Ibadan, the Oyo State capital, have arrested one person, who was said to have confessed of killing eight persons, in connection with incessant ritual killings in Akinyele Local Government Area of the state.

Seven white handkerchiefs and some dangerous weapons such as a knife and an axe were said to have been found on the suspect.

He was said to have been arrested at Liberty area of Sasa on Sunday morning by the local hunters, who have been watching over many communities in the local government as a result of the killings.

The hunters were said to have informed the vigilance group set up by the authorities of Akinyele Local Government, that said the suspect should be taken to Sasa Police Station, and he was subsequently transferred to Ojoo Divisional Police Headquarters.

The Police Public Relations Officer for the state, Olugbenga Fadeyi, confirmed the arrest of the suspect, saying investigation would reveal his true identity and people that have been working with him to commit the crime, adding that the police would brief the press at the right time on the total number of arrests that have been made a far.

One of the caretaker chairmen in Akinyele Local Government, who preferred anonymity, said: having profiled  the suspect, he is from Eastern part of the country while he claims he attends a white garment church.

Another resident, who was at the scene of the incident,also stated that residents of Sasa community with the help of local security, popularly called SOLUDERO, this morning arrested a suspect in Sasa area of Akinyele Local Government, while he was trying to murder a woman.

At least, five persons have been killed in the local government since June 1, this year, by ritual killers. They were all killed in similar manner. The assailants were said to have hit the victims with either grinding stones or shovels on the head and would use white handkerchiefs to wipe their blood before leaving the scene.

Consequent upon the banning of international pilgrims from performing the year 2020 pilgrimage by the Saudi Arabian authority, the Lagos State Government has urged intending pilgrims to postpone their plans till year 2021.

This was part of the major resolutions reached between the State government, the intending Pilgrims, Ulamahs (Islamic scholars) and other stakeholders, during a one-day sensitisation programme on the future of the year 2020 Hajj operation, held at the Lagos State Secretariat, Alausa, Ikeja, recently.

While justifying the necessity for the cancellation, the Honourable. Commissioner for Home Affairs, Prince Anofiu Olanrewaju Elegushi, praised the Saudi authority for taking such a bold and difficult decision in order to curb the spread of COVID-19 pandemic currently ravaging the entire world, considering the large number of people that would have performed the pilgrimage in Makkah and Medina.

Elegushi affirmed that holding the exercise despite the pandemic might have come with a lot of stringent conditions and restrictions difficult to bear, while many would be denied of the opportunity in the process. He stressed that waiting till next hajj when the pandemic should have subsided is a better option.

The Commissioner said as a government that is responsible for its people, no pilgrims would be denied their legitimate right to seek a refund of the hajj fare already paid.

He, however, advised pilgrims to leave the money with the government as payment for the exercise in 2021 in order to be considered on a first-come, first-served basis, otherwise, they would have to start all over again.

Urging those who are yet to complete their payments to do so quickly to secure their place in the records of the Muslim Pilgrims Welfare Board, Elegushi implored pilgrims not to change their intention because of the present situation.

He also emphasised that it might not be easy for anybody seeking a refund to recoup the money between now and November, 2020, when the year 2021 hajj operations will begin, assuring that the money is very safe with the State government.

Narrating the efforts already put in place by the State government before the pandemic struck, Elegushi said that he led some officials to Saudi Arabia to secure a befitting and conducive accommodation for the pilgrims nearer to the Haram to ensure a comfortable exercise, in addition to the provision of free healthcare services.

While answering questions on the possibility of increment for the year 2021 hajj fare, Elegushi remarked that the National Hajj Commission of Nigeria (NAHCON) fixes hajj fares and not the State government, noting that one of the goals of the current Chairman of NAHCON, Barr. Kunle Hassan, is to secure a reduction in the hajj fare so as to make it affordable for intending pilgrims.

On medical screening, Elegushi averred that all the intending pilgrims will be made to undergo a fresh screening at the appropriate time, stating that intending pilgrims can retrieve their international passport for any other use.

In her goodwill message, the Permanent Secretary, Mrs. Adebunmi Adekanye appealed to the intending pilgrims and Lagosians, in general, to believe that COVID-19 pandemic is real and support the efforts of the government in fighting the scourge.

Adekanye emphasised the need to observe all stipulated protocols such as regular handwashing with water and soap, wearing of face masks, avoiding large gatherings, maintaining physical distancing and avoiding handshakes, among others.
